Care of Afghan Families (CAF) implemented the Basic Package of Health Services (BPHS) in Jan-2014 and EPHS in till date under the SEHAT/HER/SAFE projects in Logar province.

Job Description:

I-GENERAL Responsibilities:

The project Field Monitor/ Mental Health & Disability in charge is responsible for accurate, consistent, and reliable recording and reporting systems in the relevant HFs. S/He will monitor the HFs during the month to:

Take a sample of patients from the registers for every 11 main indicators and check them in the village to verify that the patient received the services, is satisfied from the services, and there is no user fee in the HFs. The sample for each indicator should not be less than 3 patients.

At the end of the month, s/he will check all the registers with the MAIR of the HFs and ensure that they match with each other and there is no any discrepancy between registers and the MAIR.

During the month, s/he will conduct CAF prepared checklist in the HF and submit the filled checklist to the management of the sub-office for follow-up.

In addition to the above-mentioned tasks, s/he will monitor/supervise the HFs and perform other tasks as per his monthly action plan, job description, and direction of his/her line manager.

B. Mental Health and Disability Components of BPHS

To ensure mental health and disability services outlined in the BPHS document is provided through all health facilities and health posts.

To act as the mental health-disability focal point of HER project and represent CAF in any related training, workshop, meetings and etc.

To train health facility staff and CHWs about mental health and disability services required by BPHS.

To perform other tasks required by the line manager.

Support the Health Facilities and Health Posts in the proper application of the Mental Health and Disability Package in line with BPHS Standards.

Supporting the HFs and HPs in the application of Public Nutrition components of BPHS.

C. Quality of BPHS Services including Infection prevention and waste management system: The Mental Health & Disability Officer is expected to participate in the application of quality assurance (QA) throughout the cycle from planning, and implementation to evaluation at the provincial level.

 

D. Medical:

To make sure that the medical care is delivered with the acceptable quality

The attitude toward patients is improved

The medical rule is respected during the service to population

The diagnosis is justified, right treatment is used and established CDC protocols are implemented

The drugs are rationally used

The right classification of patents is done

The universal precaution is respected

D. Supervision and Monitoring:

Support the project management team in adopting a supportive supervision approach in BPHS facilities.

Develop detailed supervisory action plan in the beginning of each month for the assigned area and submit timely monthly report to line Manager.

Conduct regular visits on monthly base to the health facilities and one HP of assigned supervisory area and keep the remaining days for the administrative issues

Follow up of monitoring of action plan of external monitors including the PhD and MoPH.

Leading the field data collection in the household survey.

E. Recording and Reporting: Ensure all the activities under this scope of work mentioned under A to D are properly documented, being available data are used for further improvement of BPHS services and management. Furthermore, support the project manager and ensure the following reports are submitted timely:

Prepare monthly and quarterly Mental Health & Disability reports.

Ensure enough Mental Health & Disability formats at the health facility.

Support the project manager and technical manager in developing Monthly Update briefings:

Support the project manager and technical manager quarterly: Technical report of project based on MoPH standard format.

Job Requirements:

QUALIFICATION AND REQUIREMENTS:

Medical Doctor (MD) is a must

Fluent in English and local languages.

Good communication and presentation skills.

Having proper leadership skills

Familiarity with Logar Province.

Travel to the different districts of Logar Province is a must
